Dominion Lending Centres Clearlease Reports; Bombardier (TSX:BBD.B) cuts nearly half of the workforce at its British railway manufacturing plant

VANCOUVER, BC (July 5, 2011) Dominion Lending Centres Clearlease Bombardier Transportation (TSX:BBD.B) announced plans Tuesday July 5th, 2011 to cut nearly half of the workforce at its British railway manufacturing plant after it lost a contract to German rival Siemens.

The railway division of the Montreal-based train and plane maker said a 90-day consultation process has begun before it lays off about 446 permanent staff and 983 temporary hires at its Derby plant in central England.

Bombardier (TSX:BBD.B) lost out in bidding last month to build new passenger trains for a line between Brighton on the south coast and Bedford, 80 kilometres north of London.

“The loss of the Thameslink contract has forced us to conduct a UK-wide review of our operations,” said Colin Walton, chairman of Bombardier Transportation in the UK. “This announcement today is part of an ongoing process.”

Local experts said the impact of the job losses could be more widespread among companies that supply Britain’s last train plant. There are also fears that the remaining 1,600 jobs in Derby could be threatened once the last remaining contract ends by 2014.

Bombardier has a total of 5,000 rail division employees in Britain, including those that work on signalling.

Trade unions accuse the British government of reneging on a promise to support UK manufacturing by awarding Thameslink to the German firm even though European Union procurement rules prohibit nationality to influence contract awards.

“The decision is a major blow for jobs in the East Midlands — not just at Bombardier but in the local supply chain. Just three months ago, the chancellor proclaimed that the government wanted the words ‘Made in Britain’ and ‘Created in Britain’ to drive our country forward,” said Unite general secretary Len McCluskey.

The British government has set up a task force to mitigate the economic impact of job losses at Bombardier, its supply chain and the local communities. The department for transport has said Siemens will be hiring about 650 people in Britain to build the trains.

Bombardier Transportation has 59 production and engineering sites in 23 countries employing 34,900 workers.

Bombardier’s Derby plant is currently producing subway cars for London’s Underground system, trains for National Express East Anglia and turbostars for Chiltern and London Midland. The plant has been making trains since the 1840s and was among the world’s largest rail manufacturing sites. Bombardier purchased the facility from Daimler Chrysler in 2001.

Analysts had expected the latest contract loss would affect the Derby facility.

On the Toronto Stock Exchange, Bombardier shares slipped two cents at C$6.89 in morning trading.
